Insulation in shift box??

I saw my tranny on the ground today, Tremec TKO, and saw some insulation stuffed inside the shift box. Is this normal? I just bought the car this week so i dont know anything about it but it looked very strange to me. Getting a new clutch, thats why the tranny was on the ground.
