Hopefully it is a vacuum leak...Try the Carb Cleaner method...spray the carb cleaner near where you hear the sound and if the engine idle speed increases you have found your leak....
For the bad news...I had the same problem with my GT-40 heads and discovered it was actually the valve seals causing the whistling sound....Looked for 3 days for a vacuum leak until I realized it was the heads...they are since long gone...

that's a thermactor valve right? i'm glad all that crap is gone from mine....
