Default New Car

Hey guys, i just bought a 1991 mustang gt. I have a quick question. Shortly after doing a doughnut, i lose power steering, and it wont come back for awhile, does anyone know why and or what exactly i do to get it back. Also, what would cause a car to "surge" at around 3500rpms when smashing the gas?
