Do you really want to take that chance though? If they catch you, jail time wouldn't be completely out of the question. Read up on the law and see if you can find a loop hole. Personally, I would put some cats on the car and show the judge as soon as you found out that it wasn't legal you got it fixed. Sometimes it is a good idea to just play stupid.

That's a much better idea than to flat out lie. Because no judge is going to believe that the cop was completely mistaken. It's pretty obvious if you have cats or not. If he sees you trying to lie, he will throw everything he can at you. If you at least show an attempt at vomultary compliance, tehy are a LOT more forgiving.

he looked over.. slowed down and kept going haha

This has nothing to do with being a "perfect citizen." Just explain to me how it's the cops fault that he was running a car with no cats? How can this be anyone's fault other than the vehicle owners?

I would deffinitly talk to a lawyer, you could probably get a free consultation to see if they could help and get the ticket reduced but you will have to get some cats installed to pass a visual most likely. Look in the yellow pages. After the fines and laywer fee's im sure it would be less than your current fine.

The fine isn't predetermined here because it is a misdemeanor and not a civil infraction. It's Altering a Motor Vehicle after Inspection. That's when you swap out the catted pipe for inspection only. But even if found guilty of that, the fine isn't going to be anywhere near as high as yours was.
