when I start mycar on cold mourning it idles as if it were warm;it doesn't idle high.
If you still have trouble check your ECT for corrosion. Should an ECT go bad your engine will stumble when its cold. This is because the computer uses a fixed warm signal so the engine operates normally when its warmed up. The ECT has some control over your idle rpm, air/fuel, and spark timing. It may not be your problem but its worth looking into.

Had the EXACT problem and fixed it in a pretty painless way. Had a buddy come over at the time when i didnt know my *** from my elbow on these 302's, and he found that the previous owner had advanced the timing. So when i was running 87 octane through it, it caused the surging. Next day, wasted the tank of 87 and filled it to the brim with 89, never had the problem again. Try going 89-91 octane and see if it makes a difference...

I second the ECT being a possible cause...if the sensor is tired the ECU may be having issues interpreting the reading and making things difficult at cold start. Have you pulled the codes?
