swish/squeak noise question

Default swish/squeak noise question

I recently replaced my drivers side rotor, bearings and shaved down my brake pads to even them out but I am still having this kind of swishing noise that comes only when I'm moving not when idle... I had it before i changed the rotor and bearings. It sounds like its coming from left side of my engine while im driving (haven't sat in the passengers side yet to hear what it sounds like there while moving). I took my belt off just to look at it and its not really worn. I did twist my the pully for the power steering pump and it made some noise but wouldnt that make noises even when at idle or revving the engine while parked? I dont know if the power steering pump gets more power while the car is moving and i dont want to throw too much more money into this without having an idea where im going with it. Can anyone give me some input on the power steering pump and anything i may be overlooking?

make sure your dust shields are not rubbing against the back of the rotor
