bondo

um no bondo absorbs water

yes u need to clean all the rust a sand blaster will be fine(a spot blaster would be even better) clean all the rust buy some phosphoric acid follow the directions on the bottle(can be picked up at home depot or your local hardware store) next step will be either weld the holes(sound like there still minor) or use metal fill or metal to metal, etc(its water proof) its an aluminum based filler its the closest thing to using lead u can get without actually using it. it will feather out nice and can be used to fill small pin holes etc. after the filler primer and topcoat(also primer absorbs water) if u dont plan on top coating purchase some epoxy primer to seal out moisture
