Sell-It-Inc sells remanufactured shortblocks on ebay. They will do upgrades like forged pistons, install a cam for you, high volume oil pump.. etc for fairly cheap

If you buy a shortblock and ANYTHING goes wrong (but that's not common or anything ), you're going to have to deal with the company in whatever state they came from. Take a $50 bare block (or yours), buy a new rotating assembly (from me ) and take it to a good local machine shop. Have them do the balance work, machine the block and assemble it. Then if anything happens, it's a short drive to the builder.
If you're paying a little less over the internet (and it won't be as much as you think because shipping a shortblock is expensive) then it's because the company is buying a lot of cheap stuff in bulk to save money. You'll start seeing ads in which there is no brand name on the crank (CAT), rings and bearings, etc. Also, the "assembler" (I say that because they aren't a builder) who assembles your mail order shortblock is probably making about $10/hr. That's not the guy I want to build my shortbock.
