The belt is definitley the tie down for the t-tops. The other end is most likely stuck down under the floor with the spare tire - it connects there and can easily get forgotten after changing a flat. Ford, being as efficient as they are, probably installed them on all hatch cars regardless of whether it had a t-top option to avoid re-tooling at the factory.

The sunroof cars also had them. Our hatchback doesnt have them. They are just hold down straps for the sunroof and as mentioned the T-tops.

Theres supposed to be a bag for the sunroof and you tie the bag down with that strap. My '92 has a sunroof, bag and strap.
