Yes, turbos run off the exhaust and the turbo has a step up impelller that compresses fresh air into the engine.

A blower is a supercharger. It runs of a belt like an alternator or PS pump. It essentially forces air into the motor at a greater rate than what the motor can suck in naturally. The ones you see on newer stangs are probably 03+ cobras, they came supercharged from teh factory.
