I start my car up and it goes to about 1,500 then back down to around 6-700 at idle, if i just let it sit there it surges to around 1,300 then back down to 6-700. I popped my hood to see if I could see anything and I noticed my engine revved up higher when a pulley came on, its the very bottom right hand pulley of which I think is the p/s. Anyway how can that come on and off when it's driven by a belt that's connected to all the pulleys, should it come on and off?

the AC is the only thing that comes off and on, the compressor..
