what is the differnts between progressive springs and specific spring

I've never heard the term specific spring. Do you mean Linear?

BBK makes specifec rate lowering springs and Progressive rate lowering spring and i have seen these terms used on other companys and i would like the differnt IF anyone know please respond

Progressives change spring rate as they compress, the specific stay the same. IIRC

I never heard of linear rate before...so I'm not sure.

Specific and Linear Rate springs are the same thing, they both will compress at the same rate throughout the travel of the compression or rebound, Progressive Rate springs give more resistance as the spring is compressed (non-linear or exponential) the spring rate is dependant on the compression distance...
