RE: 351c heads
yes they do and they will fit but its not fun making them you need to drill holes into your block for coolant passages not fun and kinda risky but the 351c heads are what made the 302 boss a boss engine it was a 302 with c heads on them

RE: 351c heads
A Cleveland can fit the windsor block but some work is needed to be done to the block to make it function properly.
As far as the head supporting that much power, it may or may not, I dunno......
I really don't........

yes the 4v head the ports are huge will, the 2v no more like 425 and more with porting but the problem with the 4v is u have to turn the rpm high to get enough port velocity the 2v is a better street head but the after market hybrid "3v" heads are the best of both world look at these 680 out the box http://www.ausfordparts.com/afd4v.html
the head is what u mod not the block the cleve head doesnt have any water passing thru the intake manifold the w does basically u have to make the cleve intake wet bush proformance makes the adapter intake to make the swpa possible the heads look massive for eye candy and the swap is definitely old school esp when there were not any aftermarket w heads to use
