i am looking for the fuse box location and then the fuse for the horn and the relay for it as well

the horn relay is located above the warning chime module for the air bags, or the "blue box" behind your heater controls.
look to the top left of this picture.

i found out it was just the horn's fuse didnt work so i put in a new one and it is fine now

another problem i have is when i put the high beams on they dont go on but when i flash the high beams the go on any idea of whats amatter?

yah you need a new switch. u gotta replace that whole turn signal arm(called the multi-function switch)
