You've got a 160* Tstat in it or it's gone bad and is stuck open. Either way, I'd replace it since it's cheap and easy.
Electric fan? Make sure it isn't running all the time. If not, disregard.

I'd replace your Tstat then. It's a 10 minute job and $8 part, so no big loss if that isn't the issue. Get a decent brand Tstat, though...Autozone's suck.
