Yes its the exact same thing. There are no advantages of using a solid cam on the street. Simply because you have to adjust em all the time, which is a pain in the ***. And as for your block, there is no real difference between a roller and non roller other than the roller block has 2 drilled and tapped holes in the lifter valley for the lifter retainer (spider). You can make it into a roller if you want, all you need to do is drill and tap those 2 holes and get a roller cam and lifters.

My motor is 84 or previous, I have flat tappet lifters and cam. I revved the crap out of it when I first bought my car and never had a problem, not sure how high though. I only did the rebuild because of a bad ring.
