its really alot more accurate to test ohms when it comes to temp sensors. maybe try your own meter tomorrow...

I tested the sensor with the motor turned off and the key turned to the on position, it's giving me different readings that seem more accurate. It's now reading at like 1.0v-1.2v with the motor not running.Should the motor be running or not-running when testing the sensor?

really shouldn't matter.... but if your getting 1.0, id say thats the right reading.

testing the voltage positive and negative will not properly diagnose a bad sensor. you need a control... like a pot of water with a thermometer in it. then rear the resistance chart and see what the sensor SHOULD be putting out, and compare it to what it does put out.

if the sensor gives false, or incorrect readings at two different temperatures.. its toast!

It's taped up and about 1/2 inch of wire is exposed before it goes into the piggyback connector. I'm going to retest it one more time just to make sure that I'm going going crazy. I ran codes on it too and the ECU isn't picking anything up it passes boththe KOEO and KOER.
When you say it passes....do you mean you read code 11 KOEO and KOER?.....not having codes output is a sign of a problem....bigger than a possible ECT failing. Besides, if the ECT is not determined by the ECM as a failure.....why would you want to replace it.....it's the ECM that deals with the data (ECT passing if no code is shown), not the VOM.....just a thought.

Added: You could also invert the VOM probes, the only difference (if you have them inverted when reading voltage) will be, that a (-) volts will be shown on the display.....
