Pretty sure the dash will fit. Wile you have the dashs out of both cars, the wiring should not be to bad to swap. Take it out as intack as you can. Plus the 89 has mass air. Do not put a carb on it, another good thing about the mustangs is that the injection system kicks ***.

The whole interior will fit. Why not swap all of it?

I pulled the dash once...not a hard job...but time consuming. Just keep everything organized so you can get it back together the same way it was before you started...digital pics help.

My first Mustang was an '86...LOVED IT!!

Check out the Red '93GT in the Background of that pic. That guy's car was worked...but he couldn't drive it No doubt that thing was faster than mine...but everytime we went off the line, he would cry "You know mine is faster"

I would reply, "Is that the thought that came in your mind while you were staring at my Tail-lights"

You most likely will have to drill some new holes for the interior panels and trim but nothing too serious.
The wiring will be more involved though.

Yea you should swap it, or spend the money and get a mass air conversion kit.
