I really wanted the parts more then anything else. But I have filed with Paypal so I should be able to get my money back....

This is DEFINATELY NOT a civil issue. COnsidering the fact that I am a cop (detective to be exact) and I specialize in computer crimes, scams, etc... I probably have a good understanding on what is and isn't civil 
Sometimes you may get a cop who says you have to file on the other jurisdiction because that is where it occurred. That's essentially bull, as one could easily argue that it occurred in your jurisdiction as well. If necessary, they can forward the report to the other jurisdiction for follow-up. I receive reports all the time from all over the country.
Report it as a theft to your local jurisdiction.

Just as a side note.. have you tried calling him at home? I just did a quick bit of research and founda little info on the first guy (havn't looked at the second one.) It looks like he is 20 years old and in living at home with his father (same first and last name, only older.) Theyalso have a home telephone number listed. maybe it's time to give himn or his father a call. Or even the polcie in his area?
