Default electric throttle linkage

i went to adjust my idle by the screw and to the touch i feel a slight shocking charge, not to bad. but still not normal. my sparkplug wires are new and tucked away not touching... any ideas where this might be comming from?

also, i am in need of getting my car smogged soon, and suggestions on passing.. i read after searching that i could bump back the timing, lower idle... is there a way i could check my timing without a timing light?

take a multi-meter and figure out how much voltage and current you are passing through the motor, If its higher than 12v, you have a problem with your ignition system.
