Default anyone ever have to shim a starter?

On your mustang? A brand new flywheel and a brand new starter, and my car STILL doesnt sound right when it turns over. it sounds really loud, someone suggested shimming it so i tried shimming it with 2 small washers one on each bolt, and it didnt help any. so if anyone has shimmed one please chime in and let me know how you went about it, and if it helped or not. Im stressed out and running out of ideas. I also tried using another bell housing and it did not help.

you have to use starter shims not washers . Washer are too thick

they were really really thin washers. pretty much were shims. gahhhhh im so fustrated.
