I have had a similar problem in my 90 gt. the crusie controll &the horn did not function. It was just a fuse I changed it out and it works fine.

my horn didnt work for a long time and i spent so much time trying to figure out wat it was. It ended up being a bad cigarette lighter ( sinse they are on the same fuse). I just disconnected the cigarette light and the horn now works fine.
