They sort of take the place of a clutch on a stick car. Basically they have finned plates that spin in fluid. The engine is connected to one and the transmission is connected to the other. The different pitch on the fins is what makes your stall speed. When you climb in rpm on the engine the fluid moves by the plate connected to the engine. The turbulent fluid causes the transmission plate to spin.

Here's a link to a good atricle that explains exactly how they work (and why we need them.) To answer your other question, a torque converter and a stall converter are the same thing. It's kind of like if someone says thay have a "standard transmission" it's the same as if they said they had a "manual transmission."

The term "stall converter" is not a very useful or accurate description.
All torque converters have a "stall speed" by their basic design, just that the stall speed is higher in performance-oriented converters than it is in OE stockers. Usually, a higher stall speed is associated with a higher stalled torque multiplication as well.
