Default lifters

When installing lifters does it matter which way they go in or can they go 180 degrees up or down. The reason I ask is the oil hole on the side. When setting the lifter preload does the actual valve end up ever so slightly open when set at 15lbs. Then upon turning the crank it immediately opens. Just looking for a definite on this procedure. I have gt40x303 heads with stock bottom end, ford roller rockers pedestal mount. I also had to use two shims to achieve the torque rate and what i think is the right preload. Is there a way to make sure it is between .020 and .060?
