How much horsepower should i have on a 95 gt with shorty headers, x pipe + cat back, manifold, Tb, and a custom tune?

Thanks,

With the money you pay for a tune you could just get ported gt40 heads you wont need a tune either however it would still help out alot.
What manifold do you have?

Depends on your budget why did you list in in your mods that you have a manifold?

Don't waste your money on a tune yet. It's not going to be worth it. Not until you get a few more mods or at least some bigger ones. Then the tune will be necessary.
