in new york 10 years old doesnt have to be plugged into a computer and if its 25 years or older it doesnt needs emmisions

In Illinois, if your car isnt OBDII (made in 1995 or before) you dont have to take emissions.

sweet, so could i take the smog regulator off my 89 or can that be detected without a computer
