That's just my way of saying that there isn't much you can do with only $100. You can't even buy a full set of injectors and you almost certainly can't buy anything that will make a huge difference. Figured maybe summit would sell him half a set and he can run them on every other cylinder (in the firing order) to balance it out until he saves up another $100 for the rest of the set... tongue in cheek of course.

Although, he could bump the timing for free and then for under $100 he could get a nice 1" spacer for his intake. That would increase torque slightly while keeping the air a bit cooler thus helping a little. Not sure how much it would help on a mostly stock engine but I love how it works in mine.
