OK, is this TDC?
I have the rotor under plug 1:
And the marker is over '0' on the balancer...it looks a bit off in the pic, but its on there...
Is this TDC??

You are tdc or 180* out. Best way to check is, Take #1 spark plug out, turn the motor with your finger on the spark plug hole. You will feel the air pushing out on the compression stroke.

Originally, I was 180 off...the manual says, "to ensure that you are on the compression stroke, pull the cap and make sure the rotor is under the number 1 plug"
...which it is...but another guy said that it looked off in another post...got me all nervous

well even if you are 180 out, thats an easy fix. you can do the finger over the spark plug trick, or you can take the valve cover off and verify which valve is moving, if you really wanna make sure. when you try to start it, if it just pops and sputters, its 180 out.

Isn't the rotor being under the #1 plug showing that it is on the compression stroke? That is why I showed the first pic...
Is that different on every car?

It may be on the compression stroke, or it could be on the exhaust stroke and the distributor is off by 180 degrees. And you might wanna marke a line on your balancer/pointer with white out or something to make it easier to use with a timing gun

Maybe the big question I have is, did you have the distrubutor out? Or did you just turn the car off, take the cap off , put the timing mark on 0? If that is the case then yes, that is TDC.

yea that was me that asked bout it being at TDC. it just looked funny. but like i said in the other post, if you're takin out the cam it the dizzy has to come out anyway. and did you actually have to set the timing? cuz if your car ran previous to it being torn apart it should be good enuf for when you put it back together with the new H/C/I. you'll prolly just have to play with it a bit since the new combo will need a different amount of advance for optimum performance.
