How far can you "wiggle" the wheel? and is it just the wheel that moves or the entire column? Does your steering wheel bounce or shake at higher speeds as well? I don't think being able to wiggle it is very normal. But my 90 does have a tendancy to shake on the freeway.

take the horn/airbag off and re-tighten the nut that holds the wheel on

Rag joint could be bad or your steering column may not be bolted down securely under the dash.
