Default Can't get car to rev!!!

I have a 91 GT that has rebuilt motor with ford racing block, gt-40 heads, 1.6 roller rockers, and an E-303 cam. Everything else is stock to the best of my knowledge (just got the car). When i first got it the car ran like Sh*t, had a fouled spark plug and timing way high to try to hide the miss. I put new plugs in it and it ran good but still not much power above 3500 RPM. I got a new MSD coil, TPS, wires, plugs and a few other things, but still didn't help much. I pulled the codes and i'm getting 91 saying it is running lean! At idle with vacuum unplugged i'm getting 39 psi fuel pressure and everything else checks out good? I am about to get a Kirban FPR and see if that helps any. Are there any other things i am missing that could make it lean out like this? On a wet rode in first when i floor it the rpm's shoot up to about 4900 and thats all it has, but other than that car runs like a top! Haven't put timing light on car yet but with the marks on the dizzy and the block lined up the car barely runs. Car runs its best when distributor mark is about 1/2 in. retarded from mark on block. Have you checked all your vaccum lines, also your EGR and maybe you have a floating valve !!!!!

I know it is retarded. But what does it mean when the factory marks will not line up like there supposed to? Is the dizzy not set in right?

I was having an issue with my car not reving up and it was my clutch cable. I replaced that and it started to drive fine (just need to adjust it some more). I have also replaced my rotor and cap.

The previous owner did some funky stuff on the clutch fork to try to make a non adjustable cable adjustable - [:'(]
