correct A/F ratio ?

Ive got an a/f meter that reads from 11-15.
what number is the best ratio?

idle and around town cruising - 15:1
WOT - 13:1-13.5:1

That might get you the best milage but it is way on the lean side for a performance engine. I shoot for 13 or less under WOT
