not nesacerally dude... they used to have 1.7s on BBs, they were a way for the sb guys to get more lift outa a cam, back in the day, when there werent alot of options out there.
sometimes its the way to go, sometimes its a band aid, but that DOES NOT mean always at all. some set ups are whats up when it comes to it. ppl also mix and match them(1.6/1.7, intake and exhaust being differant). its all about seeing what makes YOUR set up work the best

What happened to my old 88 will help you decide.
It was a high miler with a super sloppy chain. Stock down to the air silencer, paper filter, 4 catalytics and 3.08's. Lighter than most stockers due to serious rust issues. On a regual radial it ran a 13.9 @ 99.
Later I needed a water pump and decided to pull the timing cover. Chain was almost touching the side it was so slack. New chain. New water pump.Back on the road.
It felt torquier with the fresh chain.Little soft on top. Trackconfirmed ittoo. The extratorque was hard to match my old 60 foot and it's etwas mid 14. Best of 14.3. Mph was down to. 96.
Thiswould be the way to gofor a stock on a sticky tire but stockers usually run radials.
