Most timing lights dont they are called inductive, but you can by a digital thatwill. There like one hundred dollars. Although im not sure if you just plug and play or if you have to calibrate them.

The balancer will have the marks and numbers right on it. If you can't see them, then scrub it with a toothbrush or something so that you can read the numbers. You only use the whiteout to make it easier to see. Make a small line on 10 degrees and another line on 14 degrees. I usually make one half as long so I can easily tell the difference.

second does the timing light tell you how much degrees you have it set at?
All the timing light does is flash like a strobe, but at a certain interval. (that's the easiest way to describe it.) Ever see the strobe effect when watching a car's wheels spin on tv or something. First the wheels seem to move forward, then they seem to amlost stand still even though they are obviously moving forward?

When the timing light flashes, it will always be when the balancer is at the same position. So as you advance it, you will see the line that you highlighted actually move until you stop it right where you want to stop it.

This video is a great example of how a timing light would work. (BTW, even if you already know, check out the video.. It's pretty cool) It's not quite the same, but you get the idea. In this example, the shutter speed of the camera happens to nearly exactly match the rotation. When the rotation speeds up or slows down for a split second, you can see the change as the blades appear to sloowly move forward or backwards instead of standing still. The same thing would happen when looking at teh balancer with teh timing light flashing.
