ok first of all check if your egr is actaully getting vaccume, if you pull out your spout connector it will pass but it is illegal" it retards the timing" and the technician has no obligation to tell you whats wrong and what to fix, thats why i get paid to do diagnostics. Apply vaccume to your egr valve assuming you have a vaccume pump. the car should run like crap stumble and die. If it does not and runs the same it means you have blockage, if it turns off egr passages are open. Changing the cats will help but most probably you have an egr problem check it first let me know.

Well, since no one else mentioned it, I will, O2 sensors will also cause this. As O2 sensors get older they lag in response time. If the they are lagging, it would cause a rich condition to show up in which you would get too much fuel sent through the combustions chamber, overwhelming the cats. Over time this will burn the cats out prematurely as you get more and more carbon built up in them.
If you're tailpipes are very sooty, replace the 02 sensors after checking for vacuum leaks.

EGR system, timing too far advanced, excessive temps or worst would be running lean/rich but that's doubtful since everything else is fine.

bump your timing back a bit and fill up with high octane 91 it will reduce your nox, i believe max allowable retard is + or minus 3 degrees and cross your fingers, make sure you have adequate coolant and your fan works.
