Rust is bad, thats a given. But depending on how bad its spread it MAY be worth fixing. Never hurts to atleast check. Just from the pic it doesnt look that bad but have a few shops look at it and see what they think. Yes, it is in a high stress area but its just steel, it can be replaced. Besides, some of us have fixed worse.

Id say rip everything out and spray castrol super clean in there, wire brush it and pressure wash it. Castrol super clean is the god of degreasers and cleaner.
