Default Fuel Pump eccentric?

Has anyone ever heard of one of these.I think the motor I pulled out of my 91 has one installed. Is it nessecary? If so, what does it do?

only neccessary if your using a mechanical pump that's bolted to side of the block. sometimes it also serves as a spacer to the cam gear but often not unless the car is carberated it's not used.

That is what I was thinking to, that it was used for a mechanical fuel punmp. I think I will try it without it on there and see what happens. Thanks for the help.
