Default Rear Brake Distribution Block

Is there such a thing? Its above the driveshaft towards the differential. It looks like brake lines go into and then go to the rear drums. I am just wondering cause there is some kind of fluid that comes out around there. Just cant figure it out. I always thought it was the pinion seal leaking, but i replaced that and its dry around there.
