Redo the base idle, set rpm w/IAC disconnected to ~650 rpms. For the TPS....just make sure it's within the .8 - 1.0 vdc window closed throttle, the computer will take care of the "rezero" process using the TPS minimum voltage reading as long as it falls within the "no failure zone" (=.5 - 1.19 vdc).....clear ECM memory (disconnect battery for 10-15 minutes).....rerun a KOEO and confirm there are no codes....start the engine and take a drive test......if you still have the problem, rerun the KOEO selftest, if the TPS code is logged.....it might need to be replaced.
