is it likely that I would notice a decrease in low end power, less than 2000 rpms with the bigger meter. Is my throttle body too small? I have a 70mm tb but I have to get it welded before I can put it back on.

I would say you need to reset the TPS to .99 volts and reset the computer by disconnecting the negative battery cable and see if this doesn't help out some. you will need to drive the car around some for the ECU to learn the new settings after the mods you made before it wll behave 100% right. and I would get that 70 mm throttle body installed ASAP too.

with a voltmeter.(1) loosen the tps screw(2) put the red lead from the voltmeter on the green wire of the tps and ground it to the motor(3)turn the tps until the voltmeter reads .98 or .99 volts or as close to that as you can get it
