oh and my idle screw is kinda messed up and i cant get a hold of it to twist it. is there another way i can twist it?

if you get any more than 5v on ANY of those wires... its time for a new ECM

ECM = Electronic control Module

cmon joel.. you know just as well as I do that 16v at the TPS means its either got a short to positive, or a bad ECM.... which would be an internal short to positive.

LOL.....that's a possibility, but think about it for a sec......do you know of any 16-vdc batteries?....or any 12-vdc auto system putting out 16 vdc engine not running?.....16 vdc even with the engine running, means that battery is drying out + that alternator needs to be serviced .....something doesn't add up there......
