400ish Windsor stroker, CHI 3V 185 heads/intake, custom roller cam and all the other obligatory goodies. In a light car with good gearing it should get you 11's on street tires, prolly into the 10's with radials, if not just add a bit of juice. On CHI's site they dropped one of the engines that was done with their heads for the Engine Masters Challenge into a Fox, similar setup but it was a 366cid with a flat tappet cam. With slicks it went 10.60's at 130ish iirc, with like a 1.6-1.7 60' and wheelspin. On pump fuel. So use a better cam and more cubes and it should get you there. Then when you add in all the transmission and suspension crap you'll need....it's gonna cost a lot of money if you want it to be reliable. you wanna go cheap, just srpay a stock engine till it splodes, then build something better

why on Gods green earth are you even thinking of trying to reach 11's on street tires you'll need at least 450 to 500 rwhp to do that and as Zach says it just isn't safe to run street tires going that fast so just change your line of thinking to "What do I need to do to get my car to run 10's AND BE SAFE" I emphasize the be safe part...not for you but for the poor guy that'll be next to you when racing at the track and Heaven help he has a faster car then you so that when you go sideways flyin' into his lane on street tires...hopefully he's long gone so you don't crash into him[&:]...... You want a solid car then do suspension up grades like subframes, upper andlower control arms, tubular k-member, upgrade the rear = stronger axles 31 spline, stronger posi unit like eaton or auburn posi, upgrade the tranny to a tremec ..cause you'll gernade a t-5 if you launch to hard......as for engine.. I'm carbed so here's my set up 11to 1 dome pistons , afr 185 heads, full exhaust, elec water pump, 0 balanced motor, edl rpm air gap intake, xe 282 hr cam , roller rockers, 650 double pumper carb and a 100 shot of NOS and on that it ran 11.34 @ 120 with a little more juice 10's easy!!! on the motor well I only ran 1 pass and it did 12.24 @111.59...........I'm not going to list all the little extras I have cause if you have to ask the questions you did and want to copy someones build then cry when you don't get the same results it's cause you need to spend time researching how to build a car....cause slapping parts together won't get your goal unless you know how and what to do
