AFR's will out proform GT's, Im not sure about through all the RPM ranges, because I dont want to say something to confuse you, but for the extra 400 or so that AFR's cost, without a doubt, Id go with AFR's.

Edit - BTW, by breaking that first post up into paragraphs, it makes it a lot easier to read. A lot of people dont do that and everyone just doesnt take the time to read the whole post.

well, the afr's are gonna set you back a good 1400, so with my 94 i just decided to go for ported stockers with a 5 angle valve job and new valves and springs that handle a .600 lift , all that for 500, and should be able to easily out flow the gt40p heads. oh and for the 500, the guy will either put stud plates for stud rockers or he will leave it for stock type pedistal mount rockers. so i though you cant beat it for the price. and get yourself some 1.7 rockers if you wanna use the stock cam or go to a little bigger cam like the e 303 cam.

After a couple more days of net searching, I am unable to find a single person who is complaining about streetability of the AFR 165. My original, question was "Where is the line?" I suspect it is somewhere north of the 165 CFM mark. My first clue should have been the Edelbrock Performer series specifications (which are similar to AFR). Edelbrock doesn't always have the very best product available, but when they label a part either "street", or "strip", I've always been able to depend on an accurate product description from them.

see if these test results on street style heads helps you out any. MM&FF magazine did this back in 2003 and both flowed the heads and ran them on the same motor on a dyno to get the final results. I'm sure you know that the cam you select will also have a lot to do with how streetable the combo will be in the long run so be careful when you choose the cam too.
