Default Fuel Cell Question

I been looking around for a Fuel Cell and I found a few of them at jegs.com that say they are foam filled. What do they mean? Is the inside of the fuel cell actually lined with foam, the walls and all? Or did they just cut the foam to pieces and dropped them in to just float around in there? Can someone please clear things up for me? Thanks

You know the waterbeds that are wave less, they are filled with foam sothe water can't slosh around because it is inside of the foam,the fuel cell is the same thing. I beleive it is there to keep the fuel from sloshing and yes, the cell is full of foam, very porous foam.
