on my 94 i had i put march pullys on there and it was a noticable gain, and every little bit helps when i go to the track this summer imma buy a shorter belt and bypass the ac unit to try n free up some hp

By putting on lighter and smaller diameter pulleys you are allowing the engine to spin easier. The less work the motor has to do to turn itself over the more power you will get. Technically you aren't gaining hp, as in adding more horsepower. All you are doing is freeing up horsepower. Just like an intake or exhaust. With an intake its that much less effort for the motor to draw in (more) air, thus you get a horsepower gain.
