I have my column unbolted and dropped and all that is stopping me from taking it out is I can't for the life of me get at the 2 bolts on the circlular plate. Is there a easy diection to get at it from.??

So let me get this straight, you have the whole colum dropped and you cannot get it out? Did you take the bolt out that connects your colum to your steering shaft/rack? Without pictures thats what it sounds like to me. If its dropped down then that should be all you need!

I am talking about the ones that connect to the rack, its rusted to **** and I can't get at enough to turn the bolt. The tires have even started turning its under that much strain
Also I don't think I can get at it from the bottom since the K member is in the way.

you do not need to take those off to get the colum out. If you go up from the rack to right before the firewall you should see a nut/bolt on the steering shaft. Take that out and give a good pull!

The thing is the new column I got has good u joints and I wanted to replace the whole thing. I saw that bolt and Figured there is no way in hell I would be able to get that rusty 5/8 bolt off with so little space.

ohhhhh! Well then it would be easier to have the car on jack stands in the front for you can turn the wheel with less resistance for you can get to those bolts. They are a pain to get out but get some PB blaster and Heat and you should be good. Try the 5/8s bolt though because out of the 3 colums I have taken out, they have been easier to take out compared to the ones on the rack.
