ya what im gonna do is keep my cam and get afr 165cc heads emission legal and get rpm performer 2 intake with vortech supercharger, i have bbk shorties with h-pipe and flow masters, i just swap the h everytime i go get smog and i pass. ya shorties are best you can do in CA

-longtubes no pass in CA for efi cars no matter what
-e303 cam legal on otherwise stock engine
-afr heads with emission provisions legal on otherwise stock engine
-cats 2 or 4 well its absolutly illegal to tamper with cats whatsoever.... unless your car is xx years old/xx amount of miles (I think 80,000 miles and 10 or 12 years old) SO at that point you are allowed to get replacement cats provided they are in stock location (I think that on the 5.0 fox cars thats the 2nd set down towards rear of car) and they do the emission job right.
these parts that get EO 50 state cert. its expensive and time consuming for the companies. a very few get a few parts together or engine packages with an EO number....THIS IS THE ONLY WAY to be 100% legit in CA... each part as far as I know like the ford cam we're talking about is ok only on an otherwise stock engine. They have to test to get the CERT... do you think they could get a stock engine, test and prove and pay that that one part works, and then test it with every other concevible part with a 50 state EO,,,,,sadly NO!!
hell you cant even use a 1993 cobra intake on an otherwise stock 87-93 5.0 WTF the deal with that!!!! auggggh (yeah it has the egr build in and a bit different - still, whats the big deal)

Anyway, just because you have long tubes doesn't mean you wouldn't necessarily pass the sniffer. I'd be surprised if long tubes were a make or brake item on tailpipe emissions.

Are you saying that you have a place that will sign you off on the visual as long as you pass the sniffer (which should be the spirit of the whole testing process in the first place, to reduce emissions).
Anyway, just because you have long tubes doesn't mean you wouldn't necessarily pass the sniffer. I'd be surprised if long tubes were a make or brake item on tailpipe emissions.
