If piston rings are installed upside down it will cause smoking and they will NEVER seat no matter what was done to prep the cylinders.....

Heads are not used..... brand new. Its burning about a quart every 250 miles. It does not smoke all the time, only on start up.
That is a lot...do you have any leaks? Sounds like you have some other problem than heads.
