the engine only really filters at idle it has a check valve when you get to like 1300 rpm the check valve kicks in and stops the flow of oil to the filter. if the oil filter filtered oil all the time it would literally blow up. anyway the check valve could be bad and keeping the filter from filtering

I have never experienced that and I can probably tell you why.
Always warm the engine before you change the oil.
That way you are guaranteed an arm full of hot oil dripping out of the filter, onto your hand and down your arm. But hey, at least there's oil in the filter.
