How in the world do you get this "insulation retainer" off the throttle cable
on the inside firewall.

For the life of me I can not pry it off. Is there some special tool or technique
to getting it off ? Service Manual just says "remove"

It looks like you hit the metal disk, where that slit is,upward to get the other piece thru, I have not replaced one so I am not sure.

Got it.

You just have to put a little WD-40 on the shaft part
and get your finger tips behind it on either side and just start
wiggling it back and forth while pulling.

I would hate to get this thing off with head just stuck under
the dash and on my back.

lol getting my throttle cable off was a pain!
i just used a screwdriver and pried those two 'teeth' out and slid it off then pried them back down.
How did you get the little white retainer thing that goes on the pedal off?

Yeah that little clip came right off with just wingling it
back and forth and pulling on it.

I got the little white retainer off with a flat head screw driver
and gave it a good knock from underneath and pried it forward.
That thing came right out with no effort at all.
