Below is a pic with colored arrows.
Green is the top compression ring, it will have a dimple on one side of the gap... it must face up.
Purple is the second compression ring, it too will have a dimple on one side of the gap... it must face up also.
Redis the expansion oil ring... it goes on first with the ends butt against each other, NOT over lapping.
Blueones are the two oil rings that go on around the expansion oil ring to hold it in place. One goes above it and the other goes below it. TheyDO NOThave dimples or a top or bottom, they can go on any way you want.

Gotcha....

This particular set came with another ring the goes under the bottom oil expansion ring due to the size of the gap. It seemed kinda weird but that is what the ring size called for..

Ever heard of that??

Its not because of the size of the gap...its because the pinis up into the oil ring land..the support ring does just that..suports the oil ring at the pin...(missing gap)..

No prob..I've built several long rod motors with the extra ring....
Looks like it could be ,maybe the worng size ..good luck with it...

Here is a thought. I can physically move them so they do not over lap. would the compression from the rest of the oil rings be what holds the support ring in place (not overlapping) or is it supposed to lay naturally without over lapping

the oil control rings should butt together as everyone stated above and if it came with an extra support ring it is just that as 8banger stated..since some piston designs have the oil control wring intersecting the piston oil control rings a support ring is often used to tace up the gap...anyway if you have file fit rings....then you need the special file on a rotating wheel and little by little you file a little off each time fitting the ring into the bore and checking the gap with a feeler gauge...depending on your application you may file the top compression ring more than the bottom compression ring expecially when running NOS if you don't add extra clearence then you run the rink of the ring ends butting and the piston ring lands on the piston can break off....it'll usually say with the purchase of the pistons in the instructions what to gap each ring too....my KB .200 dome pistons said just that and gave specs for like when running with NOS so it was a simple deal

you need to stick the rings in the piston bores first and using a feeler gauge measure the gap and compare to spec..if there is not enough clearence you'll need to file more in
